The public is advised that the Council of the District of Mackenzie will be considering amending Council Procedure Bylaw No. 1379 at their Regular Meeting of Monday November 23, 2020.

The proposed bylaw amendment will add a public comment and question section near the beginning of the agenda, prior to decisions being made, as well as several housekeeping changes to align with current practice.

The list of rules, procedures and limitations regarding the public comment and question period have been formally reviewed and detailed to ensure adherence to the Local Government Act and the Community Charter.

Public Comment and Question Period Description:

Rules for Speaking at Council Meetings:

During the public comment and questions, inquiries, and petition and delegation sections of the meeting, the following rules apply:

Members of the public may not address Council regarding the following topics:

Bylaws in which a public hearing has been scheduled or held, where the public hearing is required under an enactment as a pre-requisite to the adoption of the bylaw;
Business licence hearings conducted in accordance with Part 20 of the Local Government Act;
Disputes between third parties not falling within the jurisdiction of Council;
The promotion of commercial products or services, or services for the District;
Publicly tendered contracts or proposal calls for the provision of goods or services for the District between the time that such contract or proposal call has been authorized and the time such contract or proposal call has been awarded, either by Council or District staff.

Housekeeping Changes:

Several housekeeping changes are being brought forward for consideration as current practice has changed:

Agenda – The deadline for publishing the agenda would now be the Thursday afternoon prior to the meetings.

Agenda – Deadline for submission to be included on the agenda would be 12:00 noon on the Tuesday prior to the meeting.

Petitions and Delegations – Council may allow an individual or a delegation to address Council at the meeting on a prescribed subject of an agenda item provided written request is received by the Corporate Officer prior to 12:00 noon on the Tuesday prior to the meeting.
